In brief
Oman Vision 2040 came into force in 2021 after wide public consultation. It has four priority areas: people and society, economy and development, governance and institutional performance, and a sustainable environment. The aim is a diversified economy led by the private sector, with tourism, logistics, mining, fisheries and manufacturing growing alongside energy, including green hydrogen.
Tourism has its own long-range strategy, aiming for around 11 million visitors a year by 2040 while protecting the country's landscapes and culture. Progress is tracked publicly by a dedicated Oman Vision 2040 implementation unit, which reports on targets each year, and the plan places special weight on job creation for young Omanis and on making it easier to start and run a business. Official site ↗Oman's appeal is unspoiled nature: fjords in Musandam, mountain resorts on Jebel Akhdar, the Wahiba Sands and the monsoon-green hills of Salalah. Vision 2040 promises more fine hotels without losing that calm. Oman has kept building heights low and architecture traditional, so even new resorts feel rooted in place. The cooler months suit hiking, diving and desert camps, while Salalah's monsoon season brings Gulf visitors in summer. See also Salalah's khareef resorts. Foreigners may buy freehold in integrated tourism complexes and certain designated areas, and investor residency is available. See Oman Luxury Real Estate investment in Muscat and golden visa options.
